Establishment Division is an ISO 9001: 2015 certified organization. Initial ISO 9001:2015 certification was awarded to Establishment Division by National Quality Assurance (NQA), United Kingdom (UK) on June 21, 2017 for a period of 3 years. Subsequently on December 17, 2020, TUV Austria – (Bureau of Inspection and Certification) Pvt. Ltd. awarded ISO 9001:2015 certification to Establishment Division for a further period of three years. For the third certification cycle, the UK based ISOQAR Pvt. Ltd. awarded the ISO 9001:2015 certificate to Establishment Division on September 20, 2024 for three years, following verification of the Establishment Division’s continued compliance with the ISO 9001:2015 Standard.

Management and Operational Framework
For management and continual improvement of the Quality Management System, a three-tier management & operational framework is in place within Establishment Division:

Management Review Committee
The Management Review (MR) Committee, comprising of the top management of the Establishment Division, reviews the Quality Management System (QMS) at planned intervals to ensure its continuing suitability, adequacy, and effectiveness, aligning it with the strategic direction of Establishment Division and overall government strategies, while driving continual improvement. The Committee is Chaired by Establishment Secretary and includes the Additional Secretary-I, Member (MS Wing) and all heads of the Wings of Establishment Division. Director / Management Representative (MR) serves as the Secretary of the Committee.
Quality Management Cell
The Quality Management Cell (QMC) of Establishment Division has been established in the Management Services (MS) Wing, and is responsible for managing all activities related to the ISO 9001:2015 Quality Management System (QMS) of Establishment Division. The QMC has played an instrumental role in in the establishment, implementation, maintenance, and continual improvement of the Quality Management System of Establishment Division. Quality Management Cell (QMC) undertakes following activities on regular basis:
1. Preparation and execution of internal audit plan.
2. Coordination for external audits and management of all related activities including selection of certification body through PPRA Rules, etc.
3. Conduct of annual Management Review Committee Meeting.
4. Monitoring and ensuring compliance to ISO 9001:2015 Standard requirements and removal of non-conformities.
5. Conduct of trainings on various topics related to ISO 9001:2015 Standard.
6. Conduct of Client Satisfaction Survey of Wings of Establishment Division.
In addition, the Quality Management Cell (QMC) of Establishment Division is also coordinating with the Ministries/Divisions regarding recommendations of National Assembly Standing Committee on Cabinet Secretariat for obtaining ISO 9001:2015 Certification.
